It seems to me that the jpg solution to "if the browser doesnt have built in pdf support" is lacking an endemic zoom function
this would be ameriorated by having a button which opened the image in a new tab after it was opened in the lightbox. A tab which is just an image has a different zoom namespace than the tab it originated from (in general tabs from the same domain will mirror the zoom level of each other, unless they are just images, (the former of) which was added to browsers as a feature about two years ago)

Add an image from the front of the JPG for content without a video
I think this is the best compromise and feels the most natural, closing this just to clear out backlog a little
