Add Tooltip to the "Municipalities Comparison" visualization

In the graph "Comparison of municipalities" and "Comparison of Cantons" it is not easy to see which values the columns represent. A mouse-over could be used to highlight the corresponding values.

No design needed, we already have a tooltip component we assume can be reused.

I’ve reviewed this task. Mouse over looks good, but there is some overlap of the layout. See Screenshot

Do you have any zoom setting enabled ?

Looks better now. I don't have an overlap anymore, but the legend is very close to the Graph. Some spacing in between might be good. Tested it with Safari Version 16.2 (18614.3.7.1.5)
