error whiskers placed in the off #1627

Describe the bug the error whiskers are not where expected

To Reproduce Steps to reproduce the behavior:

  1. open https://int.visualize.admin.ch/create/new?cube=https://environment.ld.admin.ch/foen/nfi/nfi_T-changes/cube/2024-1&dataSource=Int
  2. See error

Expected behavior error whiskers on top of the bars

Additional context maybe already fixed on TEST?
