update submission form to allow a single "dataset" to have multiple files associated with it #40

this might actually be covered the way it is right now, because it is a free text field where people could paste in multiple URLs, but we could update the instructions to indicate that it is reasonable to do so (or add a field for people to explain where to find the multiple data files)

Newest version is pretty good about this
