butterfly_laplacewh.py file is missing inside the encoder folder #7

hye, can i know whether the code for butterfly_laplacewh is available or not? because the factory.py file import that file but it's not available inside the directory. I'm currently modifying the code for my research in incremental learning.Thanks!
