I can assume that you don't have a backup copy of wal-g yet and since you commented out basebackup, the replica can't be initiated.
Check for a wal-g backup, check patroni logs on replicas.
I also recommend leaving basebackup second in the list, which means that if the first method was not successful (for example, there is no backup or access to the backup storage), the second method will be used
