FIX: Change ruby version in how-to #500

Self-explanatory. I git-greped and this is the last reference to 2.4.0

I'd hijack this PR to fix an oversight left by the previous one in the troubleshooting section. In the HOWTO, there is this sentence:

This is likely happening because you don’t have Ruby 2.6.2

That should be updated to mention Ruby 2.7.1, since that's the version we settled on using in the end.
