Pushbullet Channel #173

Could you please add the channel functionality so that I could redirect all traccar notifications to my own custom channel ie. traccar for example.

channel_tag - Send the push to all subscribers to your channel that has this tag.

I use pushbullet for other services as well, this way I keep them all organized and separated from each other.

This is not so easy as it may look like because right now notifications work as personalized to every user that wants to receive them. In this ideology the 'channel' (or even 'channels') setting should got to the user profile, which is quite weird. Thus, I think the better way would be either to define a new type of notifications - something like 'Global', which are not tied to a user, and this would require more time and effort to implement (this type of notifications should also cover #153). Currently I am focused on other tasks, so this will not be done very soon.
