Retire IE9 support #30

Throw away the extra code in this library to support the prehistoric IE9.

Decided against it, because there is extra provision for IE9+ IE10, and perhaps there is sense in continuing to support IE10. Well, there is no harm in doing so, because the code is never executed outside of IE9/10 anyway.
