goog.net.ImageLoader doesnt fire goog.net.EventType.COMPLETE #551

What steps will reproduce the problem?
1. instantiate a goog.net.ImageLoader() 
2. load a jpg image
3. image goog.net.EventType.COMPLETE isnt fired

What is the expected output? What do you see instead?
goog.net.EventType.COMPLETE fired

What version of the product are you using? On what operating system?
ie10 on windows 7

2 years later... Can't repro this. If have a repro case, plz comment on
