goog.testing.fs.Blob takes the wrong argument type #576

The argument type of the Blob constructor is

{Array.<ArrayBufferView|Blob|string>=}

but goog.testing.fs.Blob takes an argument of type {string=}.  This makes it 
less useful when mocking Blob.
