Adopt new changelog process to avoid merge conflicts

User story

The changelog is causing a lot of unnecessary merge conflicts. This has always been the case but with more developers it can be annoying.

Preferred solution

• changesets - see anywidget and zod-ome-ngff

Possible alternatives

• Adopt process from https://github.com/hubmapconsortium/portal-ui where each changelog entry is made in a separate file and merged at release time.
• tools from https://github.com/conventional-changelog
