Docs: UpdateThrottlerConfig new --throttle-app* flags #1512

Documenting the three new flags introduced in https://github.com/vitessio/vitess/pull/13351:

It also replaces some examples and suggested commands to reflect the new vtctldclient UpdateThrottlerCommand approach as opposed to old curl-the-primary-tablet approach.

Only merge when https://github.com/vitessio/vitess/pull/13351 is merged
