Docs: throttler uses gRPC for inter-tablet communication #1550

Very small docs change, illustrating the change in https://github.com/vitessio/vitess/pull/13514: the PRIMARY throttler communicates with other tablets via gRPC.

It also documents vttablet --throttle_tablet_types flag, which unintentionally undocumented until this time.
