sync cobradocs to latest release branches

for some reason the auto-sync action is failing, and i am looking into it (see https://github.com/vitessio/website/issues/1602#issuecomment-1855882870), so this syncs us against the latest release/development versions to bring us up to date.

actions taken:

• (in vitess) git fetch --all --tags
• (in website) ./tools/sync_cobradocs.sh && git push
