Link datalake policy to the repo.

we worked on an initial idea of datalake and its policy while ago. the policy exist in google drive as docs file. although the file cannot be seen from github repo. Therefore the file need to be linked in the repo. Please create/edit a document file.

• [x] go to docs and create new .md file to write the URL of the policy file.
  • [x] the .md file should be named data_flow.md
• [x] paste the URL and in its file and leave comment what the URL is.
