Add the following to "README.md" in the develop branch. developブランチの"READEME.md"に以下の追加を行う。

[x] Added explanation of item "Starting Docker (elm) from VSCode". 項目"Starting Docker (elm) from VSCode"の説明を追記。
[x] Added operation images to the item "Starting Docker (elm) from VSCode". 項目"Starting Docker (elm) from VSCode"に操作画像を追加。

[x] Create Dockerfile and docker-compose.yml at the top level directory of the project or somewhere suitable.
[x] Update README.md
