CPU usage on finance report is inconsistent #91

This is a superset of issue 89.

The top half of the CPU usage report counts from the beginning of the day,
but the rest of the report counts from the current time to the end of the day.

The top half also ignores CPU time available because of tech completion,
but the bottom half does not.

Furthermore, the Construction CPU line displays the number of cpu-seconds
spent instead of cpu-days. (issue 89)

I also find that screenshot broken, but in a different way.  May I ask how you 
got 
$9.836mi with only 4 hours of game time?

I used some sort of debug/cheat mode. I don't remember the details off the top 
of my
head since this was 4.5 months ago.
