I think this is a good idea. The intuition: the prior that you build using the bellwether should be more informative than a random one.

Transfer learning has a potential. Pooyan's paper has shown why and it is possible.
In this work, we show a transfer learning technique RQ1-X
Can be used to supercharge BPO.
