document the use of the signature.algorithm directive #583

Apparently there is a new “signature.algorithm” directive in SSP 1.11 but 
it is not documented. Please document the use of the new signature.algorithm 
directive.

Also, will the metarefresh module verify the signature on a metadata aggregate 
signed with a SHA-2 digest algorithm? If so, could you document this as well?

Just committed in r3297. Also in r3298 to make the documentation update in 1.11
