Incorrect handling of idpdisco.extDiscoveryStorage configuration option #613

The configuration directive 'idpdisco.extDiscoveryStorage' (undocumented) 
should be a string. However, it is handled as a boolean value in 
modules/discopower/lib/PowerIdPDisco.php, and later on used to redirect to it 
(we won't ever reach this point, as getBoolean() will raise an exception).
