admin.protectindexpage generates infinite redirect loop #627

What steps will reproduce the problem?
1. set 'admin.protectindexpage' => true
2. go to the main simplesaml web page

What is the expected output? What do you see instead?
expecting prompt for login/password. web browser warning about infinite 
redirect loop is shown instead

What version of the product are you using? On what operating system?
simplesaml version 1.13.0, ubuntu 12.4

Please provide any additional information below.
looks also admin.protectmetadata doesnt make any change. while set to true, 
metadata can be read without entering login/pessword
