linux-user: remove differences from upstream in fcntl constants definitions #15

This removes the remains of "m68k: define fcntl constants" and "linux-user: remove duplication in fcntl constants definitions" which are both upstream now.

I've cherry-picked the commit and rebased on origin/master.
