BIll Mitchell pointed out that CentOS 7 installs and enables SELinux by default. The installer needs to check for this if the user asks the Installer to make the connection with Apache. We need to check for SELinux being enabled, and if it is, add a rule that will allow Apache to make network connections via proxy so that Apache can proxy to Tomcat.
