Add sample data (binary TDB) to repo triplestore folder #232

Talked about doing this a long time ago. I figure it makes it easier for someone to get started. There are caveats with images. Let me know if there are any objections

@outten45 it is common for static resources that are included in the jar/war build to be in src/main/resources. In this case the triplestore is intended to be external and makes most sense to be at the root.
