VIVO-1331: Review the use of firsttime and everytime for language files #2922

Changing content in firsttime is extremely difficult.  Changing content in everytime is quite simple.

What language files should be in firsttime and why?

Review the files, establish and document principles for firsttime and everytime use generally and with respect to language files.

@brianjlowe if I understood correctly it is not anymore situation that files located in the firstime are not reloaded (if those files are changed) after restarting the tomcat? If that is the case, I suppose we can close this issue.
