VIVO-1540: Move toward AA Accessibility Compliance #3130

This might start with a review of the presentation layer by accessibility experts, followed by identification fo remediation tasks, prioritizing and staffing the tasks.

Whatever presentation layers we provide as part of the released product.  1.10 has two themes wilma (default) and tenderfoot (beta).  Our default theme should move toward accessibility.

I suggest to postpone this task after decoupling of front-end and back-end.
