This task is to simplify the activation of one or more VIVO languages through runtime.properties. No updates to pom.xml files or third-tier installers should be required for activation of languages.

Additionally, only triples from language files that are specified in the runtime.properties should be loaded into VIVO's triplestore. It is ok for .ftl and and .properties files for all languages to be loaded.
