Defining the ontology for label translation structure #3758

The ontology should support retrieving of translation for the certain label key and provided context (language - en_US/fr/de, + application - VIVO/Vitro, +theme - Wilma).

Consider two solutions

  1. using skos concept and prefLabel
  2. define the ontology (structure) from the scratch
