Build a generator of labels translations rdfs #3759

A generator of ttl or n3 files in accordance with the ontology should be developed. The input should be the root of VIVO-languages or Vitro-languages repository. At the end, set of ttl or n3 files should be generated.

Those files will be copied in the home/rdf directory.
