Support local extension subtag in the language tag #3800

Is your feature request related to a problem? Please describe. We should be able to make local customization of UI labels by using language tags.
Describe the solution you'd like We need support for x subtag, for instance to make possible usage of fr_CA_x_uqam, or de_DE_x_tib.
