Backlog project board

Describe the solution you'd like

• A backlog project board should be created
• A "needs triage" label should be created
• A secret token should be created

• A github action for

  
    on: 
        issues:
            types: [opened] 
  
  should be created. This action by default is adding label "needs triage" if there is no any label
