Some i18n labels are missing #3886

Describe the bug the translation for the following UI label keys are not present for all languages:

password_system_has_changed
confirm_individual_deletion
file_upload_error_file_size_is_zero
file_upload_error_supported_actions
file_upload_error_media_type_not_allowed
file_upload_subject
file_upload_confirm_delete
file_upload_submit_label
file_upload_error_file_not_found
file_upload_predicate
file_upload_error_file_is_too_big
file_upload_supported_media
file_upload_error_file_type_not_recognized
file_upload_no_allowed_media
file_upload_error_uri_not_exists
file_upload_file
file_upload_error_no_action
file_upload_error_uri_not_given
file_upload_heading

To Reproduce

Include support for languages in runtime.properties
Run VIVO
Change UI language/locale (to non en-US)
Try to upload a file by following instructions described at https://github.com/vivo-project/Vitro/pull/251
Check UI labels translations

Expected behavior translations should be added

VIVO version 1.14.0
