Describe the bug CodeQL Action v1 is now deprecated

To Reproduce The codeql-analysis GitHub action is failing - https://github.com/vivo-project/VIVO/actions/runs/5472056043

Expected behavior It should be fixed to work by upgrading usage of CodeQL action (use v2)
