Profile linking with Matching ID doesn't work #3945

Describe the bug Linking an account and a profile does not give the user control over the profile.

To Reproduce Steps to reproduce the behavior:

  1. Create person profile
  2. Create user account with self editor role
  3. Use matching ID to connect user account with profile

Expected behavior User should get control over the profile.
