Lack of zero minutes/seconds select options on date time interval form #3975

Describe the bug Date time interval form doesn't contain options to select 00 minutes and 00 seconds.

To Reproduce Steps to reproduce the behavior:

  1. Create a project
  2. Add date time interval to a project with zero minutes and seconds.
  3. No select options for zero minutes and seconds will present on the form to select.
