I am not experienced, but I think this app should be submitted to the Incubator because :

there is currently no way in GNOME Core to play audio files from the file manager (used to be the Videos app but that was removed)
there are relevant mockups in the app-mockups repo (that are linked to in the README here)
it seems to correspond to the official definition of a core app where it can
