submit system description - TA3 system requirement #35

Add a System_Description.md to the root of the repository with the following info:

  1. System Name. Please provide the system ID.
  2. TA3 Point of Contact. Please provide a point of contact (name and email minimally) for the TA3 Software Unit
  3. TA3 Institution. Please provide the Author Institution or TA3 Institutions submitting this system.
  4. TA2 Point of Contact. Please provide a point of contact (name and email minimally) for the TA2 Software Unit. If possible, please provide the TA2 System Id that corresponds with the TA2 software units
  5. TA2 Institution. Please provide the Author Institution or TA2 Institutions submitting this system.
  6. System Description. Please describe the system in a few paragraphs with how it works.
  7. TA3 Interface Technology. Please describe how the TA3 system uses the port to provide remote access for the users.
  8. Remote Technology Requirements. Please provide any technology requirements (computers, touch screens, mobile devices) needed for someone to use the TA3 system remotely.
  9. Learning Datasets. Please provide a list of all of the datasets you used to train your TA3 system. Formatting specs for the datasets will be provided soon.
  10. References. Please cite any relevant publications. These descriptions should be written in a file named System_Description.md in the root directory of the gitlab repo with the TA3 submission.
