move toc in mobile layout

ideally, the table of contents would move to under the map and tl;dr

doing this would include one of:

• breaking apart the {{content}} block on the page template to have a pre-TOC content block and a post-TOC content block (not sure how far into the engine one would have to go for that
• moving the TOC to after the {{content}} entirely, which would be fine, except doing that in the single layout results in the TOC being down by the bottom when it's in the sidebar too

disabling the TOCs for now since they aren't that great and just create cruft at the top of the pages when viewed on mobile (the most common method of viewing.
