Use delivery local mode to run cookstyle / chefspec for testing
Update to the latest platforms in Test Kitchen and dokken-images containers
Require Chef 12.11 or later for some of the new things being used
Fixed some platform family logic to support mode platforms
Converted the HWRPs to a simpler custom resource
