Allows to move cell up / down.

Hello, it looks this change works for you, and it is good. But I can not merge and test your pull request because I don't support this plugin, actually I don't have installed Sublime text editor on my computer for several years. I changed license to Apache 2.0, and everybody who like to support this plugin can fork register forked plugin in package control. I moved to vim and happy with this fact :).
