Gather DE1-SoC documentation and reference materials #20

We want to make a new top-level directory for assets for this platform (I'm impartial to the name)

Inside this directory we want to create a manuals (or man) directory and put any useful literature we find in it.

This platform directory will also eventually contain our assets for production code running on the device (should be reserved for more of the deeply embedded / platform-specific stuff, not high-level code that runs natively on Ubuntu / x86)

terasIC page to buy / look at product, resources page indicates we'll need to find out the board rev (how to check)

Looks like we found a manual, probably will be enough
