We should look into how we can use Docker to ensure a consistent development environment for all of our volunteers.

[x] Investigate setup for frontend only site (Hack for LA has a frontend-only site, we could look at how they set theirs up with Docker)
[x] Implement and test locally
[x] Propose changes to setup instructions for README
