Admin/unauthorized for Navigation

When I go to the admin section after a new install, I cannot access Navigation 
section. error:

http://localhost:8080/ci-cms/admin/unauthorized/page/1

Unauthorized Module: Page Sorry, you cannot view in the page module Go back

Because you cannot view in page module unless you are a Page administrator.

Go to : Administrators -> Add new -> then add yourself as Page administrator
