chore(poc): migrate to GitHub actions

• this is to migrate away from CircleCI to use Github actions (we currently use Github Actions on the Vlab Platform)

NOTE: This is just a POC to see if we want to align all of our repos to the same structure, let me know your thoughts and feelings

Questions

• should we only run E2E tests on main branch (they take a fair amount of time)?
• Why do we only have CI/CD for dinersclub and formcentral?
