Created settings page for surveys and exports with settings

Working on the exporter changes to accept the options. Have the code finished. Am going to rearrange the Python packaging a bit to make sure tests can run properly and the entrypoint script can run.

This is fine however I don't see any changes to the exporter?

Right, sorry, I meant I was working locally on the exporter still to rearrange it a bit... I just pushed the exporter now.
