merge DDPGLearner into DDPG class #381

there's no good reason to keep flags in a separate file. Merge the DDPGLearner and DDPG classes (in ddpg_learner.py and ddpg/ddpg.py, respectively. Should be able to remove the ddpg_learner.py file after.
