Provide project level TestNG configuration of default parameters #6

When tests start using parameters, you loose the ability to simply right
click on a test and click "run" as the required parameters are not defined.

By adding a project component which defines standard parameters for the
project this can be worked around.

The project parameters would be included in the generated suite.xml file.
