Support optional Apple ID authentication

• Require authentication for uploading new drillsets
• On first run post-authentication, automatically link known uploaded drillsets
  • Switch from locally-stored known uploads to using API endpoint listing
• Drillset management UI for uploads
  • Can switch between private and public, and upload new versions
  • New public versions require approval, but existing version can exist
  • Switching between private and public will require approval of version hasn’t already been approved
