Fix compilation time #119

Change lower bound of bootstrap range from 0.09 to 0.15 for consistency, since 0.15 appears two other places on the website.

Note that one of those other occurrences uses %fast_comp2, so maybe that should be used everywhere instead of using hardcoded values like this.
